Visiting Royal Project at Doi Inthanon

On our return trip from the summit of Doi Inthanon, we stopped by at the Royal Project. The garden was very beautiful. Again, I think it would be even more beautiful in December. 

Visiting the twins pagodas at Doi Inthanon

Only few km from the summit of Doi Inthanon, at around 2112 meters from sea level, there are two prominent twins pagodas dedicated to the King and the Queen. The area is administered by the Royal Thai Airforce. At this time of the year, October, new flowering shrubs are not yet planted, some have been just planted. I think it would look more beautiful in December and temperature will be colder. Trees will have changed color of their leaves.  I have learned a lesson that I was there a bit too early this year.

Visit highest altitude coffee stand in Thailand on Doi Inthanon

Last week, I went up north. Apart from personal businesses, I visited some touristic places. Among them, Doi Inthanon National Park, named after the tallest mountain in Thailand.

I and my family drove up and visited near the apex of Doi Inthanon to have a fresh hot brewed coffee, from this highest coffee stand in Thailand, located at around 2,565 meters above sea level.  Apart from its unique location, and serene atmosphere, the taste of coffee was ok for me.

October is not a cold month, yet the temperature up there is nice around 16 degrees C.

ข่าวในวงการวิทยาศาสตร์ที่น่าสนใจก็คือ ข่าวว่านักวิทยาศาสตร์ (จริงๆ คือ geophysicists / seismologists  ) ๖ คน โดนศาลอิตาลีพิพากษาสั่งจำคุกคนละ ๖ ปี และปรับ เมื่อคิดเป็นเงินไทยก็กว่า ๓๐๐ ล้านบาท กรณีเกิดแผ่นดินไหวอย่างแรงเมื่อปี ๒๕๕๒ (ค.ศ. ๒๐๐๙) ที่เมือง L'Aquila ในประเทศ อิตาลี แล้วชาวเมืองก็โวยวาย หาว่าไม่เตือน ทำให้คนพวกนี้โดนจับ ศาลบอกว่า ความผิดคือ คำกล่าวของคนเหล่านี้ทำให้ประชาชนนอนใจว่าจะไม่เกิดแผ่นดินไหวร้ายแรงขึ้น แต่แล้วก็เกิดแผ่นดินไหวใหญ่ ทำให้เสียหายหนักทั้งทรัพย์สิน และมีคนเสียชีวิตสูงถึง ๓๐๙ คน
วารสาร Nature ซึ่งเป็นวารสารสำคัญกำลังเรียกร้องให้นักวิทยาศาตร์ทั่วโลกออกมาประท้วงคำพิพากษาดังกล่าว ว่าไม่เป็นธรรม
ผมเขียนถึงเรื่องนี้ไม่ได้จะประท้วงอะไรร่วมกับเขา แต่จะหยิบประเด็นมาพิจารณาว่าเกิดอะไรขึ้นบ้าง

จากข่าวนี้ ชาวต่างประเทศ บางคนให้ความเห็นกันว่า ศาลอิตาเลียนตอบรับกับกระแสกดดันของสังคมท้องถิ่นที่ต้องหาแพะรับบาปเพื่อลงโทษ จากหายนะภัยธรรมชาติร้ายแรงที่เกิด เป็นการทำให้สังคมพอใจ บางคนก็บอกว่า ความแข็งแรงของสิ่งก่อสร้างในเมืองเก่าแก่ของอิตาลีไม่เท่ากับเมืองในแคลิฟอเนียร์ ในสหรัฐฯ

ผมมองว่า ในกรณีของอิตาลี มีการสื่อสารที่ไม่ตรงกัน ระหว่างนักวิทยาศาสตร์กับสังคมภายนอกวงการวิชาการ

เมื่อนักวิทยาศาสตร์พูดถึงความเสี่ยง (risk) ผมเข้าใจเอาว่า นักวิทยาศาสตร์ส่วนมากมักพยายามจะทำตัวแบบอนุรักษ์นิยม (conservative) ตัดปัจจัยภายนอกที่เป็นตัวแปรทิ้งไปทั้งหมด เพื่อให้ได้ข้อสรุปทางวิทยาศาสตร์ตามสมมุติฐานของเขา ความหมายในที่นี้ก็คือ ประมาณการให้ต่ำไว้ก่อนเพื่อไม่ให้เปลืองตัว พวกเขาทำอย่างนี้เป็นประจำจนเป็นเรื่องปกติในการรายงานผลการทดลองวิทยาศาสตร์ แม้ว่าเขาอาจจะมีลางสังหรณ์บางอย่าง มีสัญชาตญาณบางอย่าง มีความชอบบางอย่าง (เช่น ชอบแบบจำลอง) มีความไม่ชอบบางอย่าง (เช่น ข้อมูลดิบบางชิ้นอาจดูไม่น่าเชื่อถือ แต่เขาก็ไม่กล้าตัดออกไป) เมื่อเขาเขียนรายงาน เขาต้องตัดสินใจและมักตัดเรื่องความชอบส่วนตัวออกไป ส่วนหนึ่งก็เพื่อไม่ให้ตัวเองโดนวิพากย์วิจารณ์จากผู้อ่านที่ตรวจสอบงานของเขาและบรรณาธิการ 

แต่ว่า เมื่อพวกเขาให้ข่าวกับสังคม มีปัจจัยนอกเหนือกว่านั้น ที่เขาต้องพิจารณาด้วย เช่น มุมมองจากความเข้าใจของสังคม ประโยชน์ของสังคม ต้องชั่งน้ำหนักกัน ระหว่าง การให้คำแนะทำที่เหมาะสมเพื่อประโยชน์ของสังคม กับ การให้คำแนะนำเชิงวิชาการแบบอนุรักษ์นิยมตามความเคยชิน

ผมรู้สึกขอบคุณ นักวิชาการไทยหลายท่าน ที่ออกมาพูดบางเรื่อง ในการเตือนภัยให้กับสังคม แต่แล้วท่านก็โดนตำหนิ ผมคงไม่ต้องเอ่ยนามถึงใคร ผมเพียงอยากให้นักวิชาการส่วนมากที่เหลือเข้าใจประเด็นว่า การสื่อสารกับบรรดานักวิชาการด้วยกันนั้นเป็นอย่างหนึ่ง  แต่การสื่อสารกับสังคมนั้นเป็นอีกอย่างหนึ่ง และนักวิชาการจะต้องพูดโดยใช้ถ้อยคำให้ถูกต้องในการสื่อสารสองแบบนี้

Rising oppositions of Thai government policy on rice price guarantee

In the past few weeks, there have been news in Thai language when many Thai scholars voiced their opposition to the attempt by current Yingluck Shinawatra government to guarantee price of Thai rice grains, known in Thai as "Rice Pawning" or จำนำข้าว .
Recently there was a group of "rice farmers", I read that it was organized by some Red Shirt leaderships, protesting "Shutting down" in front of NIDA, a recognized Thai university, for they did not like that many scholars had unified and came out to oppose the government 's policy.
There have been reports in the news that there were corruptions at "every" level.   There was a news of police arrested of people involved in a scam where Cambodian rice were imported and sold in disguised as Thai rice grains to get a better price from Thai government.  Stocking locations and unknown amount of stocked rice were also under heavy skepticism.  An interview by some politician, that a G2G sale plan of government's stocked rice to foreign governments was classified, did not help either. Today, a former Thai finance minister, Mr. Theerachai, also voiced his opposition on the popular -pleasing policy in his FB post, saying that it might bring future Thai economy toward those of many European countries in crisis.

ในวีดีโอนี้บอกว่า คนทั่วโลกคิดว่า มีการจุดระเบิดนิวเคลียร์เพียงไม่กี่ครั้งในโลกนี้ ซึ่งไม่จริง ถ้ารวมการทดลองระเบิดด้วย มีการจุดระเบิดทั้งใต้ดินและในอากาศไปแล้วรวม ๒๐๕๓ ครั้ง โดยประเทศมหาอำนาจ และก็ทั่วโลกมีเตาปฏิกรณ์ แหล่งทิ้งกากปรมาณูเต็มไปหมด แทบจะทั่วโลก ดูแล้วอันตรายมาก รวมถึงพื้นที่ผืนน้ำที่แผ่กว้างใหญ่มากในมหาสมุทรแปซิฟิกที่รังสีมหาศาลที่รั่วออกมาจากโรงไฟฟ้านิวเคลียร์ที่ฟูกูชิมา (ซึ่งในอนาคตจะกระจายไปทั่วมหาสมุทรและเป็นอันตรายต่อสัตว์น้ำและมนุษยย์ทั่วโลก)

ผมดูแล้วมีความรู้สึกว่า โลกเรานี้ถูกทำให้ปนเปื้อนสารกัมมันตรังสี มากเกินไปแล้ว และยังคงโชคดีที่ประเทศเรายังคง(ทะเลาะกันเองจึง)ไม่ได้สร้างสักที ผมก็หวังว่า อย่าสร้างเลย มันมีทางเลือกที่ดีกว่านี้

ไปๆ มาๆ เจอข่าวเมื่อเร็วๆ นี้ว่าเขมรทำท่าจะสร้างโรงไฟฟ้าปฏิกรณ์นิวเคลียร์ที่เกาะกง (สมัยก่อนคือ จังหวัดประจันตคิรีเขต ของไทย) เสียแล้ว เปรียบเสมือนว่าเพื่อนบ้านติดกับเราจะมาทำกองขยะไว้หน้าบ้านเราเสียแล้ว เราจะยอมไหม ถ้าผู้บริหารประเทศมีผลประโยชน์เกี่ยวข้องที่ขัดกับผลประโยชน์ของคนในประเทศส่วนใหญ่ก็คงหุบปากเงียบ หรือว่า ถ้าผู้นำขาดความกล้าหาญก็คงไม่กล้าออกมาโวยวายเหมือนกัน

แต่ผมคิดเล่นๆ ว่า รัฐบาลในอนาคตของเรา อาจจะมีสักชุดหนึ่งที่อาจต้องงัดมาตราการแบบยิวออกมาทุบมันทิ้งก่อนสร้างเสร็จหรือเปล่า

Visiting the Siam Museum.

I have heard about the Siam Museum for few years and had wished to visit.  Today, I just went to that area so I decided to drop by.  It is just within walking distance from Wat Po. The museum is located on a century old 3-storey building, formerly the office of the Ministry of Economics which later became the Ministry of Commerce. The ministry has moved away already. The Siam Museum is organized by NDMI (National Discovery Museum Institute), a unit of the Knowledge Management Institute (KMI), a public organization financially supported by the government of Thailand.  

The museum opens 6 days a week, from 10 a.m. - 6 p.m., except each Monday. It closes on Songkran, and New Year days.  Thai school children, Thai grownups, and foreign tourists pay different admission fees. (I know for sure that many tourists would complain abou this "unfair" practice. But if they would just imagine that Thais were subsidized by the Thai government then perhaps they would feel better and stop complaining.)

I think the idea about having this museum to explain to Thais, as well as visitors of Bangkok, about the roots of people of Siam and Bangkok, was good. Few years ago, I remember reading articles by Prof. Chai-anan, former chairman, that he visited good museums abroad a few years earlier and had wished to build a hand-on museum for visitors to experience history and to appreciate the mixed race nature of modern Siam.

Overall, the quality of exhibitions are good, with a number of high-tech gimmicks, and many games for children. I wished it had more genuine artifacts to show and more exhibition space. I wished they had budget to build another exhibition building in the future. 

Before I left, I visited the museum's gift-shop on the first floor. They have some history-related books there, Thai and English. They also have nice blank sheet paper note-books which I bought on.  The quality of paper is very good.  The price is much cheaper than imported ones from Europe that I recently saw in certain high-end department stores. And tonight I have already started using it, and sticked a pen on to it. I intend to grab this one with me all the time, wherever I go in case some good ideas pop up so I can note down.

Second batch of 700,000 tablets for Thai school children

There is a Thai language news about a second batch of around 700,000 tablets for Thai school children to be e-auctioned.  Starting October 1, 2012, these will be for new P1 students (55,877 devices), and M1 (Grade 7 equivalent) students (637,751 devices). About 400 educational Apps will also be developed. This is according to a 1 tablet per student policy of the Thai Ministry of Education.

I am glad that this is the first time I have ever heard of people talking of Apps, not the devices.
From the news, it seems like the majority of the public schools don't have access to broadband yet. I hope they would remedy this problem in the future.

Projection for Thailand in 2019 ?

I just found a link page at the Knowledge Network Institute of Thailand (KNIT) which provided many pdf documents on the topic of projections on the future of Thailand in 2019 (B.E. 2562), with emphasis on education, society, development. The 3 reports, in Thai, were based on a conference of 200 Thai University presidents, local administrations, youth leaders, businessmen, people media, politicians, in 2010 (B.E. 2553).

ผมเพิ่งทราบไม่นานมานี้เองว่าหลวงปู่ละมัยละสังขารไปตั้งแต่เมื่อวันที่ ๘ ธันวาคม ๒๕๕๔
ผมเพิ่งไปกราบท่านมาเมื่อ ๑๙ กุมภาพันธุ์ ๒๕๕๓  แม้ว่าท่านจะมีอายุกว่า ๑ ศตวรรษ แต่ท่านก็แข็งแรงมาก ดูเหมือนคนวัยอายุสัก ๘๐ ปี เพราะท่านทรงสมาบัติ และฉันสมุนไพร เป็นประจำ วันนั้นท่านยังโชว์ถอยรถปิคอัพให้พวกเราเห็นด้วย

ผมเข้าใจเอาเองว่า ที่ท่านละสังขารไป ก็เป็นการทำเพื่อคนไทยทุกคน ในยุคที่ธรรมชาติกำลังเอาคืน

จึงไปค้นรูป เจอที่ผมถ่ายไว้เอง จึงอยากมาโพสต์ไว้เป็นที่ระลึก เผื่อคนอื่นจะได้เห็น

Thailand Financial matters

It looks interesting that the current Governor of the Bank of Thailand, the Central Bank, wrote an open letter, recently published in the BOT 's internal newsletter, to his LATE mentor and former BOT governor, perhaps to vent his feelings about current fiscal situations in Thailand.

A good Thai paper book to read

I have stressed my eyes too much these days. Regardless of my MBP 's screen quality, stared at the screen over 10 hr a day was bad.  Few days ago, it 's time to change the bad habit of eyeballing the notebook screen a bit.  I went to shop at Chulalongkorn University book center at Siam Square, to get some good books to read.

I will note down here what I have been reading in the past 2 days.
It is a Thai translation of a book in Spanish, Dejame que te cuente, by Jorge Bucay. The translation is very nice, and the text is quite enjoyable to read. The Thai title is จะเล่าให้คุณฟัง
The translator has done quite a good job and I 'd like to thank her for a good contribution for Thai readers. I would like to thank also the Butterfly Book House, a publisher in Thailand, for producing a lot of good quality translated works for Thais to enjoy. Some of the tales inside would be useful metaphors for the Thais involved in politics these days.

A campaign by "Knowing Buddha"

There is a news in Thai local media that "Knowing Buddha" group will organize a campaign to rally for appropriate treatment of Buddha images and his names on June 30th.

Buddhists have been upset, although usually kept quiet, about non-Buddhists naming of bars, restaurants, merchandises, pets, etc. after Buddha, considering that as highly disrespect. Uses of his images or sculptures as mere decorative objects in various places rather than in a place of worship, are also considered unacceptable.

ฝรั่งเถียงกันอยู่ แต่ไทยจะโดน "งานเข้า" ไหม

เพิ่งอ่านเจอว่า มี ๒ เรื่องใหญ่ๆ ที่ฝรั่งกำลังเจรจากันอยู่ลับๆ อยู่ก็มี และที่กำลังดำเนินการ พยายามจะออกกฎหมายก็มี สองเรื่องนี้ เป็นเรื่องระหว่างประเทศทีเดียว ที่จะกระทบกระเทือนไปทั่วโลก ถ้าสำเร็จ มีผลใช้บังคับ ก็เป็นเรื่อง เมืองไทยคงจะต้องเรียกได้ว่า มี "งานเข้า" ต้องโดนผลกระทบทางลบ

เรื่องแรกคือ กำลังมีความพยายามที่จะ "เก็บเงิน จากการส่งข้อมูลทางอินเตอร์เน็ท" (taxing the Internet)  โดยข้อเสนอของ  ETNO หรือ สมาพันธ์ผู้ให้บริการเครือข่ายโทรคมนาคมแห่งยุโรป  ตอนนี้อยู่ในขั้นตอนปรึกษาหารือกันเป็นการลับ กรณีนี้ บริษัทไอทีใหญ่ๆ ของสหรัฐฯ และ ประเทศกำลังพัฒนา จะเสียประโยชน์ เสียเงิน และถ้าต้องเสียเงิน เขาก็อาจจะงดให้บริการประเทศที่เขาจะต้องเสียเงินในการส่งดาต้ามาให้ดูฟรีๆ  ผลจะกระทบต่อเรา คนในประเทศกำลังพัฒนา จะโดนหนัก เพราะว่าเป็นผู้บริโภคข้อมูลเป็นหลัก

อีกเรื่องคือ ACTA (Anti-Counterfeiting Trade Agreement) แปลเป็นไทยได้ว่า สนธิสัญญาระหว่างประเทศว่าด้วยการต่อต้านสินค้าปลอม  อันนี้เห็นๆ ประเทศกำลังพัฒนา ที่จะโดนหาว่าละเมิดลิขสิทธิ์หรือสิทธิบัตรจะโดนไปเต็มๆ เหมือนกัน ประเทศในยุโรปกำลังเถียงกันอยู่ ว่าจะผ่านในสภายุโรปไหม อาจจะไม่ผ่าน กรณีนี้ บริษัทใหญ่ๆ ของ สหรัฐฯ ได้ประโยชน์ เป็นส่วนมาก

คนไทยส่วนมากไม่ค่อยรู้เรื่องพวกนี้ มัวแต่ทะเลาะกันอยู่ เรื่องทางการเมือง เรื่องไม่น่าจะเป็นสาระสำคัญ เหมือนไก่ในกรง ท้ายรถสิบล้อ จิกกันฟัดกันนัว หารู้ไม่ว่า กำลังจะโดนส่งไปโรงเชือด

จะสร้างความมั่นใจในความคิดสร้างสรรค์ได้อย่างไร

เรื่อง ความคิดสร้างสรรค์  (creativity) และ นวัตกรรม (innovation) กำลังอยู่ในความสนใจของผมด้วยพอดี

A metaphor of information as food

I just watched a TED vdo, a talk by JP Rangaswami who gave information an analogy of food.

From his conclusion at the end, we need to control how we consume information, like we control our quality and quantity of foods. We need also to exercise. I think I personally agree and will take precaution out of his suggestion. I have felt that I have information overloads and spent too much time processing them, not enough creating new stuff in the past. That is one point I want to make.

On another aspect, I think of situation in Thailand these days, we have had too much intended public  misinformations, or rather propaganda, and lies, which are equivalent to a lot of junk foods here.  Future historians interested in Thailand of this era will surely have a hard time sifting through information, e.g. in reported news, to determine which one is real which one is fabrication, and what facts were left out due to self-censorships. But that is their future problems. However, the more pressing problem for the current generation of Thais is that the majority of the Thai population have been subjected in the past few years to extensive misinformation, propaganda and plain lies, and information black out for political gains from factions with various ideologies, some extreme. This is more of a concern, since most of the population has no way to know that they have been fed with junk foods laced with toxins.  And this will serve as political time bomb and could break havoc on the society.
