จะเชื่อมข้อมูลจากอินเทอร์เน็ตไปสู่ชนบทได้อย่างไร

ตัวอย่างจากอินเดียว่าจะเชื่อมข้อมูลจากอินเทอร์เน็ตไปสู่ชาวชนบทได้อย่างไร
ไปดูข่าวตามลิงก์ข้างบน จะเห็นว่า ที่อินเดียเขาตั้ง เพิงสังกะสีตอบคำถามขี้นมา ให้คนชนบทที่เป็นใครก็ได้ที่อยากรู้อะไรๆไปกดปุ่มถามคำถามเป็นภาษาท้องถิ่น แล้วโอเปอเรเตอร์ที่อยู่ไกลออกไปก็จะค้นคำตอบให้เป็นภาษาอังกฤษ และก็จะตอบคำถามให้ทันทีเป็นภาษาถิ่น
นับเป็นตัวอย่างที่ดีในการใช้เงินน้อยมาก ให้ข้อมูลแก่ชาวชนบทที่ต้องการคำตอบในเรื่องต่างๆ

My experience with Safari 3.1

Reviews about Safari 3.1 around the world seems to be positive about the speed of web download. I 'd not argue with that. However, from my experience with the new Safari 3.1 , some websites (at least in Thailand) could hang up the browser. In the past few hours, I had to use the terminal to kill the Safari process several times after the application frozed and stop responding when opening some problematic sites. I am currently running it under Tiger in a PowerBook here. But next week, after I upgrade the OS to Leopard, I 'll see if it is better.

ปัญหาเศรษฐกิจของโลกทุนนิยม

ปัญหาเศรษฐกิจของโลกทุนนิยม ใกล้จะทำให้การเงินทั่วโลกพังเข้าไปทุกที ดูจากบทความที่ลิงก์ไป จะเห็นว่า ปัญหายังมีอยู่อีกมาก เป็นเรื่องของโลภะที่นักการเงินฝรั่งมีไม่รู้จักจบสิ้น กรณี แบร์สเตอร์น มันเป็นแค่เริ่มต้น เหมือนยอดภูเขาน้ำแข็งที่โผล่เหนือน้ำเพียงเล็กน้อยเท่านั้น

ผมสงสัยว่า ในอีกไม่กี่ปีข้างหน้า หากเศรษฐกิจการค้าระหว่างประเทศล่มสลาย คนเล็กๆอย่างพวกเราจะทำอะไรกินดี คำตอบดูจะมีในเรื่องการใช้เศรษฐกิจพอเพียง และทฤษฎีใหม่ ของในหลวง และผมก็ยังย้อนนึกไปนึกถึง หม่อมเจ้าสิทธิพร กฤษดากร ที่ท่านเคยกล่าววาทะสำคัญไว้ว่า "เงินทองเป็นของมายา ช้าวปลาสิเป็นของจริง" สงใสในอนาคตต้องไปหาทางทำไร่เสียแล้ว

ความใส่ใจของครูต่อนักเรียน

อนุสนธิจากการไปพบพูดคุยกับบรรดาครูทั้งชาวไทยที่เป็นครูประจำชั้น และชาวต่างประเทศอีกสี่ห้าคนที่สอนลูก ตามที่โรงเรียนจัดให้เมื่อไม่นานมานี้ ก็รู้สีกว่า บรรดาคุณครูทั้งไทยและฝรั่งเขาเอาใจใส่ต่อการเรียนและพัฒนาการของนักเรียนแต่ละคนเป็นอย่างดี ดูแล้วก็ค่อยรู้สีกว่าคุ้มหน่อยกับการให้ลูกเรียนในโรงเรียนของเอกชนของมูลนิธินี้ เมื่อย้อนไปนีกถีงโรงเรียนก่อนของลูก ก็เป็นโรงเรียนที่ดี แต่เขาก็ไม่ได้มีระบบที่สลับซับซ้อนเท่านี้ และความเอาใจใส่ของคุณครูแม้จะมากพอๆกันก็ยังสู้ที่นี่ไม่ได้ ก็ราคามันผิดกันก็อย่างนี้แหละ
ว่าไปแล้วก็ต้องปลง ตราบใดที่ยังมีเงินจ่ายก็ไม่ต้องกังวลมากนัก

เตรียมอัพเกรดฮาร์ดดิสและโอเอสใหม่ให้โน้ตบุ้ค

วันนี้ตัดสินใจโทรไปสั่งฮาร์ดดิสขนาด 250 GB และโอเอสรุ่นใหม่ของแอ็ปเปิ้ล OS-X 10.5 Leopard เพื่อจะลงในเครื่อง Apple Mac PowerBook G4 ส่วนตัว จากคนรู้จักกันที่ยูนิตี้ เพราะฮาร์ดดิสของเดิมเกือบจะเต็มมาหลายรอบ ต้องคอยลบไฟล์ทิ้ง หรือย้ายไปเก็บลงซีดีแทนอยู่เรื่อยๆ และโอเอสใหม่ออกมาได้ห้าเดือนแล้ว มีอัพเดทไปแล้วสองรุ่น นับว่าเสถียรพอสมควร เพื่อนที่เป็นเซียนแมคบอกว่าใช้ได้แล้ว ก็เลยเอาละ กำลังจะขึ้นโพรเจ็คใหม่พอดี จัดการซะก่อนเริ่มงาน ค่าฮาร์ดดิส ๖ พัน ค่าโอเอส 4790 บาท ราคาสูสีแต่แพงกว่าในอเมริกาเล็กน้อย เพราะมี VAT 7% และ อัตราแลกเงินดูจะคิดตอนเงินบาทแค่ 34 แต่ตอนนี้แข็งมาเป็น 31 แล้ว (แล้วยังจะต้องมีรายจ่ายตามมาอีก เพราะจะต้องไปซื้อซอฟต์แวร์ที่ใช้งานประจำรุ่นใหม่อีกสองสามตัว) ค่าบริการเปลี่ยนฮาร์ดดิส ๑ พันบาท ค่าใช้จ่ายตกเกือบหมื่นสองพันบาท

ก่อนหน้านี้ไปซื้อฮาร์ดดิสเอ๊กซเทอร์นัลขนาด 300 GB และ เคสเปล่าสำหรับเตรียมรับฮาร์ดดิสก์ที่จะปลดเกษียณจากโน้ตบุ้คไว้ล่วงหน้าแล้ว จากพันธุ์ทิพย์พลาซ่า จดไว้เหมือนกันเรื่องราคา แต่ไม่อยากไปคุ้ยตอนนี้

วันนี้เลยเสียเวลาจัดแจงแฟ้มต่างๆไปทั้งวัน ให้เข้าที่เข้าทาง และก็พบว่ามีซอฟต์แวร์ที่ใช้ประจำอย่างน้อยหนี่งตัว ยัังไม่ซัพพอร์ทเล็พเพอร์ด ก็เลยต้องเอ็กซพอร์ทข้อมูลออกมาไว้ก่อน ไม่งั้นแย่ หวังว่าอีกสักสองสามเดือนซอฟต์แวร์น่าจะออกมาได้

เมืองไทยด้อยพัฒนาแต่ต้องซื้อของราคาแพงกว่าคนอเมริกันที่รายได้มากกว่า เรื่องเงินต้องทำใจ เพราะของต้องใช้ในอาชีพ

Book: Vipassana 101 in English

I just found that one of "Duntrin" 's writing has been translated into English and available online. I have just browsed the first chapter and, without refering to the Thai text, I can say that the translator is quite fluent in English so I believe that the translation quality would be accurate. Based on my prior knowledge that Duntrin (a pen name) is a good author of Thai Buddhist books for lay persons, I think this translated book should be very readable for English speakers worldwide. I am very pleased with the great work of the author and the translator, and for their good virtues of spreading the wise words to enlighten the world.

ไม่มีอะไรที่ได้มาฟรีๆ โดยเฉพาะการศีกษา

สามวันก่อนไปประชุมผู้ปกครองของโรงเรียนอำนวยศิลป์ รู้สึกตัวอยู่ล่วงหน้าแล้วว่า การประชุมชี้แจงครั้งนี้ โรงเรียนอาจจะมุ่งขอเงินสนับสนุนจากผู้ปกครองเพิ่ม ก็เป็นเรื่องจริง โรงเรียนมีการนำ interactive white board ที่ทำหน้าที่เป็นจอคอมพิวเตอร์ขนานใหญ่สำหรับห้องเรียนขนาดเล็ก มาใช้ในโรงเรียนเป็นจำนวนมาก แต่ก็ยังไม่ครบทุกชั้น ไม่ครบทุกห้องเรียน เป็นบางวิชาเท่านั้น และจะมีการไปซื้อไลเซนส์ซอฟต์แวร์เสริมการเรียนภาษาอังกฤษที่ชื่อ Fast ForWord มาในอัตราสูงถีงปีละสองล้านบาท โดยลงโปรแกรมได้ในคอมพิวเตอร์เพียงห้าสิบเครื่องเท่านั้น นับว่าแพงเอาการ ตกเครื่องละสี่หมื่นต่อปี คิดว่าเด็กคงใช้ไม่ได้กันทุกคน จะมีการปรับปรุงระบบไฟเบอร์ออพติกของโรงเรียน เพราะแบนด์วิธของการใช้มัลติมีเดียในโรงเรียนสูงขึ้นมาก เน็ตเวอร์คเริ่มรับไม่ไหว จะมีการซื้อหนังสือเพิ่มเติมเพื่อให้โรงเรียนก้าวเข้าสู่โรงเรียนมาตราฐานระดับนานาชาติ ภายในอีกแปดปีข้างหน้า เปลี่ยนคอมพิวเตอร์ใหม่อีกเป็นจำนวนมาก ทางโรงเรียนพยายามเน้นว่า ค่าใช่จ่ายพื้นฐานที่ผู้ปกครองจ่ายตอนนี้ ปีละแสนแปดหมื่นบาทต่อนักเรียนหนี่งคนนั้น ต่ำกว่าโรงเรียนอินเตอร์ทั่วไปมาก

ผมนั่งฟังก็รู้สีกถีงความเอาใจใส่ของผู้บริหารโรงเรียน (เป็นโรงเรียนเอกชน ที่มูลนิธิเป็นเจ้าของ) ที่จะพยายามขวนขวาย นำสิ่งที่ดีที่สุดมาสู่นักเรียนของโรงเรียน ทำให้เป็นเพียงไม่กี่แห่งในประเทศไทย ที่สามารถทำอย่างนี้ได้ ก็รู้สีกว่า ต้องทำใจ คงต้องกัดฟัดจ่ายค่าใช้จ่ายเพิ่มเติมที่จะมีในส่วนต่างๆจากที่ขอการสนับสนุนเพิ่มเติม
ผมย้อนกลับมารำพีงว่า แล้วการศีกษาในโรงเรียนของรัฐล่ะจะเป็นอย่างไรต่อไป เขาคงไม่มีความสามารถทำได้อย่างโรงเรียนเอกชนแบบนี้แน่ เพราะเก็บค่าเรียนถูกมาก ก็ต้องนีกถีงสุภาษิตฝรั่งที่เคยได้ยินว่า you get what you pay ซึ่่งหมายความว่า คุณจ่ายไปเท่าไรก็ได้ของคุณภาพเท่านั้น นั่นแหละการศีกษาไทย ทุกระดับ ตั้งแต่ประถมหนี่งยันปริญญาเอกก็ว่าได้

ผมรู้สีกแล้วว่าการศีกษาที่ดีย่อมไม่ฟรี จะต้องมีผลเสียไปแลก ผมเริ่มรู้สีกกังวลกับนโยบายเรียนฟรีในรัฐธรรมนูญว่า ในทางปฏิบัติจริง ที่รัฐไม่มีเงินพอสำหรับการศีกษาทั่วประเทศนั้น จะทำให้การเรียนของเด็กไทยเป็นโรคแคระแกร็นไปหมด และที่จะมีผลกระทบมากก็คือการเรียนในชนบท ถิ่นห่างไกล ที่ไม่มีงบให้ก็คงไม่มีต่อไป

Useful tips from Science Authors' workshop in Bangkok (part 3)

Elsevier uses online end-to-end workflow called EES in the processing of authors' submission, reviewing by referees, manuscript tracking, revision, proof-reading, getting to the article-in-press step, to the end publication (PDF and hard copy)

Useful tips from Science Authors' workshop in Bangkok (part 2)

A second presentation in the Authors ' Workshop by Elsevier 's Editorial Specialist, Dr. Zhou Mingxin, is quite informative and pleasant.

She gave us insight about what scientific journal editors would be thinking. And she said the editors really care for feeling of their reviewers, who work for free. Each journal has enormous manuscripts coming in so editors have to screen a lot of them out, and they had to find suitable reviewers for the remaining ones, from the field covered by each paper. More often, they 'd get the people as cited in the manuscripts and thus the authors had better read those they were citing. The editors are looking for manuscripts that will advance the knowledge in the particular field, and they look for quality and value of the papers. (And I also think that they are looking for papers that potentially will pull up the journal 's citation ranking as well.) Some of her noteworthy points are:-

- She urged authors to stick to the authors' guide for each journal from the beginning of drafting a paper.
- The title of the paper must be precise, and consise.
- Quality of the abstract is very important, since a bad one can lead to the manuscript 's rejection quite instantly, without the rest of the paper being read.
- The introduction section must make it clear to the readers why that manuscript is important.
- Good (clear to understand) figures is the best way to present the results. Sometime, it might be better to split a graph with multiple lines into two.
- A clear conclusion will also help reviewers and editors to decide on acceptance of the paper more easily.

The speaker also stressed the importance of ethics (including avoidance of plagiarism and data fabrication / falsification) and other points to the audience (which I don't have time to write here).
Revision of the manuscripts as suggested by the referees is important, otherwise good reasons should be explained/ argued. And never try to resubmit the unedited paper to a new journal, since some reviewers might still be the same people in the same field.

In a third presentation, also from Elsevier Far East, SCOPUS was introduced: real citation data on some Thai papers were shown. She also introduced a new publication ranking system in addition to the impact factor, the h-index developed by Dr. Hirsch of UCSD. The citation tracking feature of SCOPUS is quite interesting and worth taking a look.

Useful tips from Science Authors' workshop in Bangkok (part 1)

Last week, I attended a scientific authors' workshop, organized by Elsevier (Far East), the Science Society of Thailand, and ASAIHL , organized at the Faculty of Science, Mahidol University. Over 250 participants attended the one day workshop.

Here are useful information I got from the workshop, which should be useful to blog readers and serving as my reminder as well. Thank for my friend who did not attend but gave me a nudge to write up this blog.

Prof. Jisnuson Svasti, the current president of the Science Society of Thailand and editor of ScienceAsia journal gave the first lecture on "Translating Research Output into a Good Manuscript". His talk provided a very useful basic on scientific authorship, sort of like "Scientific Paper Writing 101". For young reseachers / novice authors, I think it 's worthwhile to try to get his original PDF and take a look.

He stressed the importance of scientific writing which allows for progression of the world 's scientific and technological advances. Publishing in scientific journals provides a way to archive and peer-review the results. He also went on to describe the details on how to write each section of a research paper. Here are some of his key points that I think important.

- Title of the paper must be short, 8-12 words, without wasted words, should be specific
- Abstract should be able to stand alone. It should cover objectives of the study, description of samples and methodology, any statistics, results, conclusion
- Introduction section explains the reasons for the present study, literature review, remaining unknown, methods selected and reasons, and aims of the present study.
- Last paragraph of the introduction section is probably the most important and should explain why this paper is interesting. Some reviewers just read this paragraph first.
- Materials & Methods. Keep it short. Do not copy text from other people 's. Should be sufficient to allow repeated experiments by others.
- Results. Show only relevant results to the objectives. Present the results in logical order so that readers can follow. Avoid redundancy of data in table and figure. Point out the important points. Tell what the results show or imply.
- Ethical questions (such as use of animals or human subjects) must be addressed. Proper authorization by an Institution review board is needed prior to the conduct of experiments, not after. Many journals now need this evidence.
- Discussion. Generalization of the results, principles, relationships. It should show how this work agree with other works. Explain the significance of the work, main discovery. State any conclusion.

He also gave several Do's and Don'ts.

Key Results from Thai Science Ministry under the previous government

I have seen a copy of an interview transcript of the former Science Minister in the previous "Old Ginger" Thai Government, i.e. Prof. Dr. Yongyuth. I believe that the interview is not widely circulated and might not be found in any newspaper but I think a part of it is quite informative for the public and would like to reproduce it here in my blog in order to publicize and document it.

In that interview, the former Science Minister talked of his accomplishment in the past government. And remember that he is the only Thai science minister who is a real active scientist, not a law-degree politician like others. And since the Thai news media have widely stereotyped the former PM Surayud 's government as slow-acting, no concrete outputs, I 'd like to show that at least he got something well-done in the Thai Ministry of Science & Technology under that government.

Prof. Yongyuth said :-

"the main focus of the Ministry work was to initiate and seek government approvals of various policies. I believed we have successfully implemented this approach. I would say the following laws, Royal Decrees and policies which were passed to be the highlights of the ministry of Science and Technology :-

- National S&T Innovation Law (a national policy system with Thai Prime Minister serving as its Chairperson)
- Law to Support S&T Professions (eg. chemists, environmentalists, nuclear physicists). We had waited ten years for this law to be passed.
- Nuclear Energy Policy
- Approved GMO policy on field testing of GMO crops in government research lab facilities.
- Biosafety Law for further GMO trials and environmental releases.
- THEOS (earth observation satellite) which is expected to be launched sometime in March 2008, pending on the outcome of discussions between Russia and Uzbekistan (in which debris from the launch will land)
- Royal Decree for the creation of the National Synchrotron Research Center in Korat (Nakhon Ratchasima)
- Royal Decree for the creation of the National Astronomical Research Institute in Chiang Mai
- Royal Decree for the creation of the Hydrology and Agricultural Information Institute in Bangkok
- Royal Decree for the creation of the National Innovation Agency (NIA) "

ผมเพิ่งหัดนั่งขัดสมาธิเพชรมาได้สักสามสี่ครั้งเองในรอบหนี่งเดือนที่ผ่านมา อย่างที่เคยได้ยินจากหลวงพ่อปราโมทย์เล่าในซีดีว่า สมัยก่อนท่านไปกราบหลวงปู่สิม ท่านให้ขัดสมาธิเพชร มันเจ็บจริงๆ เราฟังท่านว่างั้นเราก็เลยเข็ดขยาดมานาน แต่ความที่ฟังซีดีหลวงปู่สิมมาเข้าแผ่นที่สี่แล้ว ทั้งบางแผ่นก็ก๊อปแฟ้มเอ็มพีสามเข้า iPod อีก แต่ฟังมาหลายเดือนแล้วก็เพิ่งไปได้แค่นั้น จากที่ได้มาทั้ง ๑๕ แผ่น ที่มีอาจารย์มหิดลท่านหนี่งให้มา เพราะท่านไปได้มาจากวัดถ้าผาปล่อง แผ่นนีงๆก็ยี่สิบกว่าตอน ตอนละประมาณครึ่งชั่วโมง ทุกครั้งๆที่ฟังซีดี หลวงปู่สิมท่านก็จะสั่งนั่งขัดสมาธิเพชรแทบทุกตอน ก็เลยมีศรัทธาตอนแรกฟังไปเราก็ขัดสมาธิราบธรรมดา พอขึ้นซีดีแผ่นที่สามที่สี่ก็อดใจทนหลวงเสียงปู่สั่งไม่ไหว เอาละ(วะ) เจ็บเป็นเจ็บ ผมก็เลยลองหัดเข้า แหม เข้าหนแรกปวดมาก ทั้งตอนเข้าอยู่ครึ่งชั่วโมง และตอนจะแกะขาออกจากที่ไข้วกันไว้ก็ไม่อยากจะง้างเลย มันเจ็บจริงๆ หลังจากทนเจ็บแกะขาออกมาแล้ว ก็ยังต้องนั่งปวดข้อเท้า นั่งขาระบมไปอีกครึ่งชั่วโมง ตอนเช้าวันรุ่งขึ้นก็เดินกระย่องกระแย่งอีกต่างหาก พอหนที่สี่แล้วไม่ค่อยเจ็บแล้ว และเห็นประโยชน์ว่านั่งแล้วมันเห็นทุกขเวทนาดีจริงๆ ถ้าฟังจบสิบห้าแผ่นก็คงสิ้นปีนั่นแหละ และตอนนั้นอาจจะเข้ารายวันแล้วก็ได้

รู้สึกถึงพระคุณหลวงปู่ ที่หลวงปู่แม้นิพพานไปเป็นสิบหรือยี่สิบปีมาแล้ว แต่ก็มีศิษยานุศิษย์อุตส่าห์เอาเทปที่อัดตอนท่านสอนไว้ มาลงเป็นเอ็มพีสาม ดีจริงๆ นับเป็นบุญที่ได้ฟังคำสอนของท่าน ขัดเกลากิเลสให้เบาบางลงทุกวันๆ ทำให้นึกอยากไปเที่ยววัดถ้าผาปล่อง เชียงใหม่ ตะหงิดๆ
